What the phrase "form a rectangle" means?
Does this islands form a rectangel 4*3?

and this
OOO
OOOO
OOO
Sample output is also answer for test 40 40?

It means that each node of rectangular grid is an island.
So 4*3 rectangle is
OOOO
OOOO
OOOO
